NOTICE OF 15-DAY PUBLIC COMMENT PERIOD AND PUBLIC HEARING 2022 CONSOLIDATED ANNUAL
PERFORMANCE AND EVALUATION REPORT (CAPER)


The City of Bessemer, Economic and Community Development Department, is preparing to submit to the U.S. Department of Housing and Urban Development, or HUD, the Consolidated Annual Performance Evaluation Report (CAPER) for Program Year 2022 (June 1, 2022-May 31, 2023).

As a recipient of the Community Development Block Grant, or CDBG, the city is required by the Code of Federal Regulations requirements found at 24 CFR 91.520 to submit the CAPER to HUD 90 days from the end of its most recent program year. The City’s CAPER will be available for public comment for a 15-day period, beginning on Wednesday, August 9, 2023, and ending on Thursday, August 24, 2023. Copies of the CAPER will be available for review in the Economic and Community Development at Bessemer City Hall, 1700 Third Avenue North, during the hours of 9 a.m. to 4 p.m. Final publiccomments, either written or oral, will be accepted by no later than 3 p.m. on Thursday, August 17. The Economic and Community Development will host two public meetings in the Multipurpose Room at City Hall on Tuesday, August 22, 2023, at 9 a.m. and 4 p.m. to discuss the CAPER and solicit additional public comment.

Comments on the CAPER can be forwarded to the City, c/o of the Economic and Community Development Department, 1700 Third Avenue North, Bessemer, AL 35020, or via email at tnorris@bessemeral.org. Oral comments will also be accepted by calling the department at 205-424-4060 between the hours of 9 a.m. and 4 p.m. 
Persons needing special assistance (such as translated materials) or a reasonable accommodation to provide comments during the public meeting are asked to contact the department by Thursday, August 17, 2023.
