Official public notice is hereby given that the City of Bessemer will receive sealed bids for the bid of the BESSEMER STREET RESURFACING SERIES 2021-C TAX EXEMPT GENERAL OBLIGATIONS WARRANTS PROJECT.

Bids will be opened and read aloud on June 28, 2023 at 10:00 a.m. at Bessemer City Hall – Multipurpose Room, 1700 3rd Avenue North Bessemer, AL 35020. Deadline for submitting bids is 10:00 a.m. on the day of the bid opening. 

Bids delivered prior to June 28, 2023 should be delivered to EEFS Company, PC 1930 2nd Ave N, Suite 150, Bessemer, AL 35020 Monday through Thursday 8:00 a.m. to 5:00 p.m. Monday through Thursday, and Friday 8:00 a.m. to 11:00 p.m.

Bids delivered on June 28, 2023 should be delivered to the Bessemer City Hall – Multipurpose Room, 1700 3rd Avenue North Bessemer, AL 35020.

Each bid must be sealed and the following words must appear on the outside of the sealed envelope: 

BESSEMER STREET RESURFACING SERIES 2021-C TAX EXEMPT GENERAL OBLIGATIONS WARRANTS PROJECT

Scope of Work:

The Bessemer Street Resurfacing Series 2021-C Tax Exempt General Obligations Warrant Project consists of the installation of a bituminous wearing surface overlay (140 – 165 pounds per square yard) on approximately 113 various City street locations (±460,000 square yards) totaling approximately 38,500 tons. Project also includes select milling (approximately 134,000 square yards), patching (approximately 5,500 tons) and leveling (approximately 3,000 tons) of existing pavement as directed by the Engineer, adjustment of underground utility riser tops, installation of traffic striping, markings/legends, signage, pavement
markers, and associated traffic control/erosion control.

The project shall be completed in 170 total working days.

Engineer’s Bracket Estimate: $6,500,000.00 - $7,100,000.00

There will not be a pre-bid meeting for this project. 

All bidders must have a current Alabama General Contractors license and shall be qualified for the type of work specified. All General Contractor bidders must be ALDOT certified bidders.

The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Form of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following location: EEFS Company, PC 1930 2nd Ave N, Suite 150, Bessemer, AL 35020.

To submit a bid, a complete set of a bid documents MUST be obtained from EEFS Company, PC. Bid Documents may be obtained from EEFS Company, PC, the Engineer upon deposit of $300 per set, which will be refunded in full on the first set issued to each general contract bidder submitting a bonafide bid, upon return of documents in good condition within ten days of the bid date. Other sets for general contractors, and sets for subcontractors and dealers, may be obtained with the same deposit,
which will be refunded as above, less cost of printing, reproduction, handling, and distribution. Bid Documents must be picked up no later than 24 hours prior to the bid opening. 

A cashier's check or bid bond payable to City of Bessemer in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal along with Non-Collusion Affidavit. A One Hundred Percent (100 %) Performance Bond and a One Hundred Percent (100 %) Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract. 

All general contractor bidders must be pre-qualified pursuant to pre-qualification procedures and criteria established by the Owner prior to picking up bid documents. All general contractor bidders must be ALDOT certified. Written pre-qualification procedures and criteria are available for review at the office of EEFS Company, PC. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Engineer) the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment,the best interests of the Owner will thereby be promoted. 

Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts.
